What is TPD?


TPD stands for Tobacco Product Directive (2014/40/EU). It is a piece of legislation introduced by the European Union (EU) to regulate the manufacture, sale, and advertising of tobacco and related products. These include cigarettes, roll your own tobacco, cigars, pipe tobacco, cigarillos, smokeless tobacco, electronic cigarettes, and herbal products for smoking. The TPD aims to ensure a high level of health protection for all European Citizens. The rule became applicable for all the EU member states on 20th May 2016. The goal of the TPD legislation is to:


  • Product safety and quality 

  • Protect young people and non-smokers

  • Promote accurate and transparent product information 

  • Prevent misleading health claims



Key TPD Regulations for E-Liquids and Vape Devices


To comply with the TPD rules and regulations, all vaping products, including nicotine-containing e-liquids, must meet the following standards:


  • The maximum bottle size of e-liquid with nicotine is 10ml 

  • The nicotine strength must not exceed 20mg/ml, in contrast to the states, which can go as high as 50mg/ml 

  • Tanks, pods, and cartridges are limited to a maximum capacity of 2ml of e-liquid

  • All nicotine-containing e-liquids must be packed in child-resistant and tamper-evident bottles

  • Products must not contain caffeine or taurine 

  • All the products must include a health warning that nicotine is an addictive substance

  • All products must be submitted to the MHRA regulations before they are sold

  • No product can claim medicinal benefits unless licensed as such
